Existing regions in Pokemon are only based on part of a country. They're not really all that big. New Zealand tends to be thought of as small and out of the way, but it's not that small. It's practically comparable to Japan in size.
That being said, I think a region in New Zealand would be interesting, though it's not immediately apparent to me what part of it would be worth making a region out of just by itself. It's mainly divided into two main islands (plus the other sizable island off the south), and has a bunch of other small islands around it. It would sort of be a pain to figure out what chunk of the country could be a region, particularly since, like Japan, there's a lot of rural areas.
