Get to the point where you can show a cool looking map, if you're not there already. You're currently offering nothing and hoping that'll entice a team of talented people to make a game for you and that's not gonna work. With something to show like a good map it'd prove that 1) you're reasonably competent 2) you have a good idea for design direction and 3) that you are not expecting everyone to do allmthe work for you, that you're not only offering your amazing ideas. Decide on the theme for you region too, tell people about it, because right now there's no specific draw. Do you want to attract people who want to make a meme game? A serious edgy one? A beautiful one? You need a unified vision that will make people think 'yes, I have always wanted to make a game like this'. Don't try to sell it like an exclusive opportunity, it will put people off. 'Opportunities' like this are pitched at competent designers constantly. You want them to make things for your vision, they are doing you a favour, not the other way round, unless you're paying them. You obviously have ideas if you've already named it pokemon seasons, so tell people them, sell us on your vision if you have no material like maps yet. Show people that you can write a compelling story with a unique and engaging setting.
