>>44884441>Game FreakIt's literally not Game Freak, as for why the Spin-Offs are generally inferior now to Gens III-IV, partly it's because of the shift to mobile apps which means that you want extremely short and easily consumable products, it's one thing to develop a handheld game where the expectation is you play it in short bursts, it's another to make mobile games were the intention is to play for a few minutes at most.
The other thing is that when you look at the Pokemon Spin-Offs from those two generations you've basically got three big companies at play; HAL, Chunsoft & Genius Sonority.
HAL just shifted away from making Pokemon Games, they had the entire BoxBoy series to go through as well as basically coinciding with the New Era of Kirby games especially with the boatload of spin-offs that came out for the 3DS.
Chunsoft lost their way after Explorers of Sky, yeah they still make Pokemon spin-offs in Mystery Dungeon DX but their development goes beyond just Pokemon Mystery Dungeon with other Rogue-likes. Honestly they're probably the closest of the big spin-off three to return to making great spin-offs but it's an uphill battle from the shit that was Gates to Infinity and the more mixed Super.
Then you've got Genius Sonority, basically condemned to mobile hell, they're basically sustained by Shuffle and are the ones behind Cafe Mix. I don't think we'll see a Colosseum or Gale of Darkness ever again at least not out of them anyways.
As for the other ones you listed, I wouldn't put shit like Puzzle League or Rumble up there and PokePark and Guardian Signs are more mixed than outright good. Got a pretty good line-up for the shit from more recent generations although honestly it's funny how half of those are just Gen V, like come on, Gen VII and VIII have their fair share of shit that would be more relevant. Also since you are counting Gen V in the shit generations, I'd remind you that Conquest is Gen V as well, the best one-off spin-off Pokemon has.
