Like with other Psychics a mastery of something has given them supernatural power. This is why in both cases the Mr. Mimes seem to utilize their Psychic powers to manifest and control an elemental form of their chosen artform.
With Galarian Mr. Mime the power of Ice has been chosen due to tapping and sound being prerequisites in their chosen artform of dance. I would assume Ice is chosen over Steel because Ice (a la Cryokinesis) is much easier to manifest and control with Psychic power, especially as panels they can either dance on or hide behind.
The Fairy Mr. Mime therefore is using their Psychic abilities to create physical, tangible objects simply from their own creative imagination or “nothing.” The normal art of Miming usually requires audience participation, willing actors who will believe a box is there where no box actually is. Kanto’s Mr. Mime doesn’t need the audience to play along. Indeed, Mr. Mime could box a person in or simply place a barrier in someone’s path for fun like a trickster.
I’d wager somewhere out there is a Psychic/Fire Mr. Mime who is a fire breather or a Psychic/Dark illusionist.
