Yeah, that looks like one of the two people there is Mairin, and the scene vaguely looks like it's from what little I remember of those specials. This is almost surely Gen 6 anime.

It's probably kept vague on purpose, both to help reinforce that the Pokemon world is not the same as our world, and to keep things vague enough that they can write what they want.

So in lore is the name "national" dex implying that all the Pokemon listed in that dex are from the same country? I don't think the games have ever mentioned any country aside from real world ones like Guayana and China so for all we know every region from gens 1-8 could be in the same country.

I don't think adopting fan content as canon is the way to go personally. They should either pick the real world, or one of their alternate takes.
