The gym is in Snowbreak City, which is the closest city from Mistfall Town, the player (and Cloe’s) hometown. Cloe is the first person from there to become a gym leader, and her Froslass belonged to her grandmother.

Froslass isn’t very strong, it’s just fast. You could just give it Astonish and Ice Shard. Priority on Ice Shard really wouldn’t matter since at that point in the game, Froslass would outspeed everything.

You know how the fuck it is. I fully advocate giving fully evolved Pokemon to early-game Gym Leaders, provided they're neutered enough to be at your level without being a huge threat. Take Probopass. Its offenses are deceptively low, with a fucking 55 base Attack stat. That's lower than some Starters.
It may be a lil scummy, but you gotta learn to handle tough shit that's thrown on you, whether it hurts your feefees or not.

Type based gyms should idealy stop at the 4th gym as that's the half way point it. If you don't understand type matchups by halfway into the game then you're kind of dumb. Also boss battles should be for teaching the player something? What? Since when is it that boss battles weren't allowed to be just challenging? Especially since this is the eigth gym. Also monotype battles are harder early game when even with type matchups your pokemon aren't super powerful. Them being monotype late game just allows for ohkoing all of their mons with 1 move and one pokemon as your mons are actually good at that point in the game. That reason is also why I made it doubles.

6-7 gym based on status effects water pokemon. Each pokemon has some way to cause status problems. One pokemon has a move it's too low level for while another has 2 water movies. It's the kind of decisions we see in a lot of gyms where it doesn't make sense to the player. All of them have potential to be trolly where they can do a status and then build up a rollout or belly drum. All are common pokemon you would find in water around the gym except Walrein who would be an exotic pokemon from an ice dungeon after the gym. Rest is there for a "positive" status when he falls asleep.

For hard mode drop Seaking, add lanturn and quadsire. Laturn is a fucker who can spam every status that annoys and quagsire is tanky and learns toxic naturally.

Gym leader would be a confident fishing village diver. He would gloat how he's going to show you the power of status effects and beat your team while they're helpless. His back story would be a naturalist who protects his local eco system from dangerous invasive species (sharpedos, tentacruels etc.) He uses status to disable them and move them from his village.
