Or at least like an intentionally metropolitan "next gen" take on Pokemon that hasn't really been attempted since, because that aesthetic choice and the other "older age group" design decisions of Gen 5 were perceived as unpopular.
But yeah I don't think the dex is that bad, the main problem is that it was flooded with new talent so it's quite inconsistent and doesn't exhibit the adherence to fundamental design principles you see from the more experienced artists, so the Gen 5 designs by the pros like Nishida, such as Whimsicott, really stand out as being amazing next to the bad ones. And some of the new talent, like Turner as you mentioned, gave us some good designs. I actually feel that Reshiram and Zekrom, primarily designed by newcomer Keiko Moritsugu, are actually better than Sugimori's Dialga and Palkia designs from the previous gen.
