I believe it is the type of society that best suits the pokemon world.

The whole world revolves around pokemons that are pets, weapons, work tools and can be used by everyone without restriction.
There is only the age restriction that a child can or can go on a journey.

Large corporations (Silph Co. Devon Corporation) appear to exercise a much greater amount of power than any government would allow.
In the manga there is the Pokémon Association that manages the regional leagues and pays the salaries, but where does the money come from?
The big corporations finance the Pokemon League, their profit is in the league system and the market that the Pokemons generate.
The Pokemon Centers are free, as well as the PC system because they are a future investment, a free healing center allows the player to save money for other resources on their journey. Eventually the money goes back to the big corporations.

Of all the organizations that exist in this world, one of the most interesting is Team Rocket because they are basically competition from corporations, mobsters who seek to guarantee their own profits.
Although it is said that their desire is to take over the world, but they are far from being a real threat to humanity, compared to the other criminals that exist in both games and anime they are easily the healthiest.
They experiment with pokemon and use it for their own benefit, similarly to corporations and even the player. Throughout the game we use our beloved pets and friends as weapons to achieve our goals of being the best. The difference is that we are in favor of the league and we act legally within the restrictions set by them.
