Unfortunately yeah. People play a lot of sub 70 base speed mons with speed investment instead of using them in Trick Room. I know TR isn't as viable in singles, but neither is running a base 55 speed Pokémon in general.

He is right though. Pokémon fall below the required usage for a tier because they're not viable enough. So go into the next tier. If they're not used enough (because they suck) in UU they go to RU, then NU then PU.

If Ubers was usage-based, Quagsire would easilly be Uber.
And Quagsire also gets pretty good usage in the 1825+ ladder. If that was what determined tiering, Quag would often be OU.

Quagsire is truly a goddamn enigma. It shows up in every tier it can with roughly equal usage. It literally is just completely unaware of the entire metagame and just shows up wherever it's allowed.
