There's four pokémon with that distinction, depending on what way you look at it (Bulba - first in dex, Rhydon - first created, Mew - first trademarked, Arceus - first existing in lore). And of the three in the same Gen as Pikachu, NONE had its mass popularity.

Pickachu had the lucky yellow design. See spongebob, minions, the simpons etc. It looks like something sanrio designed as well, more simple than the starter mons so easier to draw for kids as well. Also most people watched the anime in the formative years so the rat sticked more easily.

tldr I wish for a timeline where mew is the mascot, i like that guy

No, what happened was the dev had stuck it in as a rare spawn, as a kind of "hidden" pokémon, but people found out about its rarity and its design was kawaii enough to make people want one, thus sparking further popularity.
The anime didn't start 'till April '97, by which stage Pikachu was so popular, they gave the MC one as it had become the brand mascot by then.
