When a pokemon is waiting for orders in battle, it should be at attention, ready to dodge, respond quickly, etc. In the cases of other pokemon they need to express their abilities. Starmie's star needs to spin, typlosion's flames need to burn, spoink needs to do jumping jacks, ect. In a battle you'd rarely see someone just standing there, they'd have their fists up, stance lowered, and focus on their opponent..
Some pokemon express themselves better on the ground then in air. Charizard, and Skarmory both have an imposing presence on the ground that they don't have in the air. There are many other pokemon that would benefit from being on the ground in different ways, and of course some pokemon that should stay in the air.
