Get it? Different people, different tastes. Some says that most programmers and directors working within the Pokemon franchise are autistic about Lugia too. That explains why Lugia had more appearances across various platforms compared to Ho-oh. Lugia had more appearances in movies and animes, more event distributions, more Raids in PoGO, etc. Ho-oh just aren't very attractive to them

Decidueye's wings change between feathers and hands on a whim. Lugia's fingers don't just magically transform into something else when it needs to life. Likewise, Farfetch's feathers stay feathers instead of becoming fingers. Feathers that can also become fingers just screams lazy design and suggests they couldn't come up with a way to make the owl archer shtick cohesive
