It doesn't even guarantee that the user avoids damage. So your opponent can set up 6 stages of evasion, and you could still end up hitting and KOing.
Which is why most people don't use evasion. It's unreliable.
Which is why nobody comes prepared to face evasion-centric strats because they're so niche.
Which is why it's so frustrating to fight one because there's literally no skill involved.
