Willy Wonka knows that lifetime fans are most likely the people who have loved and enjoyed Pokemon throughout the majority of their lifetimes. Young people are far more malleable and open-minded than elderly people. A young person is like an Eevee; they adapt more and are more unstable compared to their evolutions, which represent physiologically mature, adult Pokemon. Depending on how an Eevee is raised, it can evolve into one of eight possible Pokemon. Eight distinct outcomes, dependent on the person who raises it on top of that Eevee's natural inclination towards a certain path (such as a Brave nature Eevee most likely going to end up as a Flareon, or a Docile nature Eevee with high Special Attack IVs more likely to be a Jolteon or an Espeon if it has high Speed IVs, or a Glaceon or Sylveon if it has low Speed IVs).
Do you understand now? Game Freak is targeting as many people as possible, or capturing as many Eevee as possible, with the intention of raising those Eevee and evolving them to whatever form feels right. Coomers are one of many possible paths that a child Pokemon fan (an Eevee) can evolve into. Other paths include a casual fan, a furry, hardcore fans, or fans who left the series entirely but hold some special place in their hearts for Pokemon. Why is Eevee the second mascot of Pokemon? Well, Eevee is the one Pokemon in this series that, in my opinion, best represents choice, freedom, and growth. Game Freak is open-minded to target children early. An adult has already made their minds up. An Umbreon can't evolve back into an Eevee. Children are far more likely to change. An Eevee can evolve into one of 8 different Pokemon.
