G. Zen Mode Darmanitan, because they couldn't come up with anything better for a Fire/Ice type than "Fire Snowman".
That, or Slowpoke for being literally just a Slowpoke with some yellow "spice" on its head.
Gamefreak were struggling so hard to come up with something they probably just gave up.

A snowman with fire in place of a carrot nose is a neat idea though, and I don't think I've seen it used anywhere else

Plus snowmen are called yukidarumas in Japanese

They already said it didn't fit with what they were aiming for, so discarded it. That they also showed it off among the rest of the beta designs during LGPE hype season also indicates they don't see it as a viable design (otherwise, it'd still be locked in a vault at GF HQ for use in the future, like Leafeon, Shellos/Gastroodon and other designs created for one region and added in a later one usually are).

I just like the idea of a regional evolution for Pikachu. I know why it was discarded, but it was also during a time when Pokemon wasn't expected to be as huge a hit as it was. Now that Pikachu is the mascot, and given the hype around its lost evolution, seems like a good marketing strategy to revive the idea, not the design per se

As is the case with many of these designs, the execution is worse than the idea.
Like yeah, it being a full furry cat would be better, but even it being as beard wouldn't be that bad if it was actually modeled as like, an actual fucking beard. It's literally just this giant fucking oval hanging off its chin.
