What's even the point of having HMs at that point? All the player would just do is just teach the HM and then immediately replace it. You might as well just hand the player a Ride Pokemon or not have HM-based roadblocks at all.

I remember an anon had a good solution for this: lock something that can act as an infinite HM use behind a sidequest that's difficult to complete when you first need to use an HM. That way the player has the option to get around HMs if they want, or they can just take the hard road and sacrifice a move slot.

In early gens, because of save file space. If you had to store a flag on every Pokemon for "did it learn HM# or not" that's be an extra 5 bits for every Pokemon. Dozens of bytes of extra data. In later games? Because GF is retarded and didn't change anything. It really should just be "if you have the Cut HM in your bag, then all Pokemon that could learn Cut can cut. in the overworld, independent of what they've learned"

Allowing your pokemon to interact with the environment and help you get to new areas without being annoying. You'd still need a pokemon that learns that move but now you don't need to carry around a slave/give your pokemon useless moves that they have to keep until super late in the game.

You can do this in other ways than using HMs.

The entire point of HMs is an inconvenience placed on the player so they can progress throughout the world. If there's no inconvenience, why have them at all? Just have one of your Pokemon smash a boulder, ride one of your Pokemon over rough terrain, etc. That's not fixing HMs, it's just sidestepping the issue entirely.

HMs should be a way to block the players in a non-arbitrary way and force them to actually play your game. That way when they finally get that ability to travel over water they can recall all those areas blocked by water and explore. That's always been the point of HMs.
