i wonder if the implication to this could be that in the past the other three were just rarer powerful pokemon the same as arcanine whose population has since dropped until they're hanging on by their endlings, or if arcanine was once as rare as them, but has since recovered

Most of the pokedex is accepted as Non-canon because it doesn't make any sense, especially in older games. Why would a random one-word description be any different?

If i remember correctly, Arcanine was supposed to be part of legendary trio of Kanto but GF thought that 2 birds and one dog feel bit off and designed Moltres while Arcanine somehow survived stormy phase of development and ended in finished roster with new preevo.
Also funfact - Arcanine has highest BST of all Kanto Pokemon that are not legendary or are named Dragonite.

Its just because arcanine was originally based on a kilin, the beta version even had hooves instead of a paws. Hence all the dex entries about it being legendary in china, being called Windie in japanese and extremespeed initially being its signature move.

Arcanine gets better and better after each game.
In gen 2 it gets extreme speed, in gen 3 it gets intimate, in gen 4 a good physical fire stab move, in gen 5 wild charge.
