Rock Smash is awfully weak.
Rock Climb is unaccurate as fuck.
Surf and Waterfall share a type but one is special and another physical, so at least one of them will be dead weight in your team.
In most circumstances there will be plenty moves you'd rather see in your mons instead, and yet you're forced to use sub-optimal movesets because of a cumbersome piece of gameplay. It's a stupid restriction that doesn't encourage you to be creative, but rather exploit the system through HM slaves.

The issue is not the starting moveset. The issue is that eventually you need to choose between a more optimal moveset vs. something that doesn't annoy the shit out of you because you need to transfer mons from the boxes over and over because of a fucking tree.
(I'm not even a zoomer, I played Red as it was released.)
