Neither are allowed in VGC, so no.
In Smogon singles, Zacian is so much better that it's not even funny. The fact that Smogon even entertained the idea of Magearna in OU is telling.
As for doubles, I'm not sure. Magearna's ability is definitely busted, but is that really enough for it to edge out Zacian?
