Then it would make a difference. Note, Metagross is just an extreme case, since Shuckle can't do shit against it. In most cases, it really doesn't matter if it's a near 3-4HKO or a safe 3-4HKO.
Same goes for Steelix. Smogon once stated 'The EVs are designed to give Steelix as much Special Defense as possible. The reason for this is that Steelix's Defense is already so monstrous even without any investment...' telling us that it's not a huge difference if Steelix has 479 Defense or 614 (or theoretically 479x1.5 = 718). That without Body Press, of course.
