The "eye" is a gemstone that slowing has too. Whether you go with the design with pupils or without it absolutely fits more for it to be the focal point and the "eyes" to be on the back like normal.

No it doesn't, because the Galarian form is pretty explicitly trying to spin the concept heavily while keeping the base recognizable. The new concepts calls for the sinister eyes to be up front to emphasize the fact that Shellder is the smart on and is the on in control. The redesigns either miss that point or misconstrue it heavily. The alien eye doesn't look intelligent, it just looks more menacing. Just admit that you want to change the context of the design along with the design itself rather than trying to shoehorn a change onto a premise it clearly doesn't fit.

I get why the eyes are there but it would've looked better if they just kept the shellder's original eyes. It would still communicate that the shellder is in control without hammering in the point with the ugly eyeliner. A good example of how modern designs go wrong.

Japan's culture currently gets a raging hard-on for anything wacky, cute and/or mascot-worthy.
The days of Toriyama have long since passed, and all you can do is hope something similar comes up, which is unlikely seeing as how this is a trend that's been brewing since the days of Lucky Star and K-On.
