HGSS had a gym leader for almost every type, except Dark. Giovanni (a former Ground gym leader) could be battled in a event. Fairy's absence is excusable since it didn't exist in gen 4.

The other 10 gyms are just too shitty and weak to be included in the gym challenge, the eight you fight are the strongest

It works like soccer where you have to move up from the second tier to the first. I do believe it’s stupid the pc starts out battling the top tier. You should have had to beat all 18 and worked your way up. But I know that’s way too much work for GF.

I don’t get why we can’t fight the other gym leaders in the post-game (e.g. Bede, Marnie, the version exclusives, Klara, Avery). But that would require actual effort.

It kind of makes *some* sense. Blue is supposed to be stronger than Lance, the Johto champ, because he beats him in RBY, so it would be dumb if you fought him before Lance.
Conversely however, Lance is also stronger than any of the Kanto trainers besides Blue, because he wouldn't be the champion of Kanto otherwise. So its also stupid at the same time.

We've seen 10 of the possible Galar gyms in action, and we've seen representatives of a couple more.

The remaining gyms may be "in lore" only, but you can still buy their gym uniforms.

This next bit is more speculative, but it's probable that the other trainers from the gym challenge, who are type experts, were gym trainers who were endorsed by their respective gyms.

Blue is acting as a Gym Leader and has been training different Pokemon. It's very possible that he's not challenging you at his full strength. Just because he's been confirmed to have been better than Lance doesn't mean that he is always battling using stronger Pokemon than Lance.
