A Pokemon with 4MSS has its advantages and disadvantages compared to a mon with 4 moves that fit it perfectly.
Take something like Starmie, which has the element of surprise, but will always be lacking in some department, and compare it to Bisharp, which only has one moveset but it does everything it needs to.
You can't really compare the two, and I think it's a good thing for the series that different mons have different advantages.
But then you have shit like Lilligant that wishes it had 4 decent moves to choose from, which I'd say is probably bad for the series.
