They don't care about balance and they never will.
The amount of discussion they have over 'balance' likely amounts to some dev checking the twitter feed of some VGC cashcow plant to determine what players might want and then maybe throwing them a bone. They might take Expanding Force away from Lele somehow next gen, they might not.
You were never meant to play this game competitively, and the only people for whom this isn't abundantly clear to by now are braindead money farms.

Home TRs aren't 100% reliable, there were some discrepancies for the IOA mons. But I think Tapus not getting terrain moves would be unlikely.

Well, you don't need to EV grind or breed perfect mons to have casual fights with friends, which is really what the games were meant to be. Using what you like, catching and trading and battling with fellow kids.
It's just the 'competitive' battles, where everyone is desperate to hyper optimize stuff using a fucky and badly explained system where the immense autism begins.

Tsareena doesn't have Triple Axel, Mimikyu and Aegislash have Poltergeist. If they eventually decided to remove Poltergeist from the "good" ghosts for balance, I could see the same happening for the Tapus.
