Why not just make pupper change form during the time of the day instead of 3 static form that never change?

Because kids have to go to sleep at bedtime. You'd be incentivizing kids to stay up late so they can evolve their pokemon. It's irresponsible, and its reasonable that a company would want to avoid backlash from that.

It'd make sense if the changes were only aesthetic and didn't affect stats/movepool, but instead the different lycanroc forms are closer to being just split evolutions like the eevees. If theydid form changes based on the day/night cycle, we'd have a completely different mon.
