It really isn't. Jolteon is fast enough for gen 1 to fill that role much better because it actually hits hard.

Okay? To what fucking end? Even if he abuses gen 1 mechanics for occasional crits Jolteon is still going to do more damage overall and basically nothing is going to outrun it. And anything that WOULD outrun it will buttfuck Electrode anyway.
