He has good intentions but just throws them a bunch of responsibility with no help in taking care of it, and then lets them wreck themselves to impress their savior. Then if they don't live up to his expectations or cause trouble, usually because he isn't doing any follow-up, he drops them. It's probably not entirely intentional on the writing's part, but it shows off fairly effectively what type of person Rose is. He's a rich philanthropist who wants to be a good person but also always wants an easy solution where he can be the hero without actually doing much.
