An immunity to Toxic means passive Pokemon can't beat it, and resistances to Fighting/Fairy/Flying/Electric limit what you can do offensively if you're not packing EQ.
Even something like Ferrothorn, who can take Toxtricity's STABs, can't really do anything in return except setup hazards.
