There is an entire world built around these characters and Rotom not playing a major role in any kind of story beat involving Leon, the player character, or other main characters doesn't mean that its place as a worldbuilding tool doesn't matter. On a day-to-day basis, technology is more practical to the average person than celebrity entertainment. The Pokemon world is technologically advanced, so for its people to continuously develop ways to make use of a Pokemon that can combine with technology is a well-enough reason for Rotom to keep popping up in subsequent games, despite not serving a narrative purpose. Charizard doesn't really have that.
