The fastest Pokemon that will take max damage from a Timid Surge Surfer Jolteon's Electro Ball when running a standard OU set is Grimmsnarl.
Also note that anything with 263 Speed or more will take less damage from that Electro Ball than it would from Thunderbolt. That means anything faster than Adamant Rillaboom, as far as standard OU sets are concerned.
If you wanted an Electric-type move that relied on Electric Terrain to deal nuclear damage, you'd be using Rising Voltage instead. Electro Ball is a shitty meme and a terrible move, and will continue to be such until Game Freak fucks all balance square in the ass and makes it like a Speed version of Body Press.
