We've also seen Meowth talk with Pokemon before. Heck even in detective pikachu we have moments where Pikachu is able to fully understand a Pokemon's conversation and they seem to have a pretty similar amount of intelligence to us.

That should not be possible biologically, but they can (This is in games and anime). The anime has explained that all a Pokemon needs to do to learn how to speak is just work on Pronunciation. All Pokemon have the capability to learn how to speak & read, writing might be difficult due to hand limitations, but its possible to at least speak and read.

We've seen Chatot in the anime do the same with very limited capacity. I think Meowth is a great example of showing what Pokemon can do as he's just a regular meowth with no special births like a lot of legendaries have or psychic with telepathy, just a regular Pokemon who wanted to learn how to be more human so he worked really hard and learned how to speak. We've even seen some pokemon in the games like Ghost Pokemon speak as well, though not to the level of Meowth, but its a start.
Obviously this up to personal interpretation, but I believe it would be more common. The show and games can't really show this kinda thing as TPC and Game Freak have rules they have to follow and they can't have Pokemon talking or acting human without a special reason besides meowth.
