He isn't even the final boss of this game either and I suppose if you've played BW1 and fought him, his now physically oriented Hydreigon will probably surprise you. But I agree that isn't the best use of Hydreigon and for whatever reason they gave a special Hydreigon to Iris as her first Pokemon. It's kind of insulting to use this generation's pseudolegendary as her first though while Haxorus as last, but I can understand why they did that.
