It looks neither meanacing nor fully silly. It doesn't strike any particular notes and falls awkwardly inbetween motifs.
Palpitoad is the least cute Pokemon I can think of off hand aside from something like Reshiram. Its flat faced, hunchbacked, has no arms, and is an ugly turd shape.
Bruxish is ugly, but its ugly on purpose. It easily achieves its design goal of being ugly unlike whatever the team had in mind and ultimately flubbed for the former two.
