Wild pokemon should not be above level 50 and 3rd stage pokemon should be very rare. This would help solidify that pokemon need trainers to reach their full potential, even legendaries.

How else would you naturally train Pokémon without the use of candies and supplemental drinks? High level wild Pokémon are necessary for post-game, but I think that it’s ok if the ones living in the wild grass are lower levels while the fully-evolved roaming ones are higher levels.
