When they do this ultimately depends on when they feel they need to. As long as they can spend $10 to make a game that sells for $60 and is Sword and Shield quality they will do that because they make more money if that game sells 1 million copies than if it costed $30 to make and had that polish of Gensin Impact or Breath of the Wild.
Also, Pokemon is in a much better place than it was years ago. Back in the early 2000s, the games had to be better because they made a more significant contribution to the Pokemon company’s revenue. These days, mobile titles like Go, feature films, and merchandise easily eclipse the money that the games bring in. So really, they just keep making them so that the other aspects of the franchise can have more pokemon to put in their higher earning areas.
