I don't understand it. Onix should be the land counterpart of Gyarados, an apex predator Behemoth able to destroy anything it wants, feared by everybody.
Why is it such a shitmon?

When you learn that pvp battling was a last minute addition to Red/Green, so much about these games make more sense. Onix is a shitmon likely because it was designed as the game's first boss.

It was designed specifically to be the first major boss and to teach players to use more than Tackle. Pokemon weren't designed with pvp back then.

The land counterpart to Gyarados was Arcanine, a tiger-dog, a real apex predator
