Every pokemon has some fans, really. But for the sake of interesting discussion, let's try to look at it logically. I think we safely can:
>exclude all starters
>exclude all cutemons
>exclude all anthro/job/waifu mons
>exclude all objections
>exclude all edgemons
>exclude all legends, myths, and pseudos
>exclude all mons from gen 1 and 8
I think the pokemon with both the smallest fandoms and hatedoms are probably just the forgettable, but not miserably designed flying, and water types that fit the above criteria.

Here's my best shot at one.

>Design
It's just very safe. It's pleasant to look at and has some cute/coolness factor, but not enough to stand out.

>Memorability
The XY gym leader uses one and it's in Smash, so it won't have the easily forgettable meme status like Lumineon or Mothim.

>Competitive
Very mediocre, but not Ledian or Delibird levels of bad. If you want to use it, go ahead, it can work.

This was one of the debut Kalos gimmick Pokémon, it has empathetic power in its horns and is first “Ride” Pokemon. Surprised no one in the anime caught one, it can use Vine Whip but was mostly ignored. Odd. I like the Shiny.
