Bianca's plotline is likely cut entirely, Hugh takes on some of Cheren's aspect and role (for what the role of a Pokémon rival accounts for) and for motivation Team Plasma likely steals his sister's Purrloin during the events of the game and not before since they're still a relatively new group.
Black 2 and White 2 would have a bit more notable changes though, since Cheren and Bianca have roles in those games other than as rivals. Bianca probably wouldn't give you your starter, but rather either Juniper herself or Cedric possibly. Meanwhile, the first Gym Leader would need to be changed. This could be changed to Hugh himself, though rather he'd stick with the Normal typing or not I'm unsure. In any case, Cheren probably takes over Hugh's role in the story for the most part while Bianca is at best a non-factor that just tags along, possibly a plotline about becoming Juniper's assistant during the game.
Ultimately not too terribly much changes, but that's because ultimately the characters themselves weren't incredibly impactful.
