Those types were already shit to begin with because they had a bunch of common weaknesses. SR didn't help but even if it was gone from the game they would still be shit. Most Ice types are still pretty much competitively worthless

Believe it or not, fire/flying is actually pretty good typing. Moltres and Charizard see play in ADV OU now as opposed to a decade ago where they were seen as trash because lolrockslide.

It's unfortunate that it slightly screws with fire, flying, bug, and ice types, but that's a sacrifice that's worth it. Especially when no mon's viability is completely gone because of pebbles.
Yes, it would be preferable to have it do neutral damage. Maybe extra damage to flying types only. But this is Gamefreak we're talking about. We should be glad they got it even slightly right.

They do not need to be banned, item clause instead needs to be introduced. I have never understood why this isn't in Smogon's rules. Why would they allow someone to run six Focus Sashes? (Not that it's a good idea, just that it's dumb.) Many variant items are also rendered moot. You're supposed to be limited to Leftovers, Black Sludge and Shell Bell for persistent passive recovery. Shell Bell has no reason to exist if you never require it as an alternative to Leftovers.

I digress, problem isn't the boots.

Sand and Spikes in Gen 3 had a greater impact on a Pokemon’s viability than Stealth Rock ever did.
Some Pokemon were exclusively OU by the sole fact that they had a role like other Pokemon, but were immune to spikes, sand, both, or you could threaten out Tyranitar/Spike setters. Hell, being trapped by Magneton was preferable to being hit by sand to the point where Skarmory was A ranked and Cloyster was a niche C3 rank (C- in today’s meaning).

Butterfree doesn’t even have 0.5% usage in VGC, where Stealth Rock is non-existent, Rillaboom is everywhere, and its allowed to Gigantamax, with said mechanic being one of the only ways to get double sleep as well.
What exactly makes you think it’s going to be a dominant force, even without Stealth Rock?
It’s less viable for sure, but that would be like saying Electivire getting Volt Tackle would be OP because it slightly affects Butterfree’s viability.
