The games serve as the flagship for merchandise, card game, etc. They "mean shit" to the extent they drive up hype and intrigue, but that doesn't mean they have to give it their all to get the ball rolling. It just has to get enough attention, hence the resorting to generational gimmicks after gen 5 floundered.

They receive no incentive for the general success of the IP though, their budget is set for the success of what games they can produce.
