Not "musculature" as in he is muscular, I mean that he is more like a classical character drawing, where the artists drew from basic knowledge of human anatomy. Since Inteleon is also a very human-like anthropomorphic character, he should ostensibly follow the same principles, but instead his arms just sticks.
Real basilisk lizards and designs like Sceptile are not like this. This is a big part of the reason why Inteleon immediately sticks out as being unnatural, there is no real creature that is like this, other than perhaps insects but then it is weird that a lizard has insect limbs
