That applies to the vast majority of Pokemon in this show. Usually it's only very insignificant Pokemon who get captured by force.

It's simple. Tobias exudes radiance and chad-ness. The legendaries all know Ash is a scrub and don't want anything to do with his inevitable league losses. If they're going to be caught, it's only going to be by the best possible trainers, not starry-eyed 10 year olds kids with false dreams of being a "Pokemon master" whatever the fuck that means.

Technically speaking he caught the bird, breaking the ball shouldnt be an issue as we had that episode with Ash where he couldnt return Snorlax back.
