Sneaky pebbles would've never been relevant in the first place if switching wasn't so prominent.
Switching is basically the only decent defensive option in singles, and it's extremely OP if left unchecked.
Preventing switching entirely is busted because the mon who gets trapped ends up as a sitting duck and can't do anything to defend itself. So the best option is to allow switching, but punish it.
Spikes also did the job, but flying types were immune to spikes and they took 3 turns to set up. Pebbles could be set up in 1 turn and nothing is immune outside of mons with magic guard, making them a better option to prevent switch spam.
