That point will probably only apply to legends/mythicals. Allowing people to transfer over the 10 mewtwos they got in Go when they don't have any in a main game would be kind of silly.

But that wasn't their intent at ALL, they just didn't want you filling your 'dex by using pokémon not caught in a Game Freak game. I filled my missing shit from the IoA 'dex with LGE-migrated GOshit, but that's because I had moved them through GF's work first (same with any Gen I shit left in CT to pop up, hurry now, you can move your Kanto GO in to Home and then into CT).

We know at this point the sole reason their doing all the weird missteps is due to them trying to maximize profits.
