That's about as close to showing literal nazis as you can get in a Pokemon game.
In all likelihood the sprite artist was trying to make Registeel look robotic and thought stiff, awkward arm movements with no elbows would communicate that well. The left arm is lifted up as if it were about to awkwardly attack the player.
Furthermore, about that. Nazi salutes are generally done with the right arm, Registeel's is with the left. You can't even say they flipped it, as Registeel is facing towards where the player's Pokemon would be positioned on the battle screen. Which brings up the last point, why the fuck would Registeel be saluting the player?
It's so obvious there was never any intention to reference the nazi salute, moral busybodies are just being dumb about an amusing accident made by developers infamous for not knowing what they're doing.
