Johto is a weird case in that they barely got any screentime because the Kanto team was still there hogging the spotlight. So what little attention Johto did get mostly went to Bayleef.

Johto is considered part of the Original series alongside Indigo League & Orange Islands. The "soft reboot" mentality didn't start until Hoenn.

I don’t understand the anime’s arbitrary rule of only having one Pokémon per line in the main cast. Why could Ash have a Rowlet and Makloe a Decidueye for maximum shilling. Misty could’ve had a Blastoise and Max could’ve gotten a newly hatched Torchic as his starter for May’s Blaziken

The anime is planned out well in advance. They coudn't "change" plans that quickly. Scorbunny evolved in episode fucking 17, so it was always planned to evolve.
