Steelix is how you do a cross evo.
It still keeps the charm of Onix and puts a new spin on it.
Crobat, Bellossom & Scizor take away elements that made the pre-evos cool.

GameFreak actually thought it would be funny to repeat the "Onix designed as a Boss before a Party Member" meme but for Jasmine's Gym.
>steel is a type the player has little to no experience with at this point save for Magnemite, needs to have a type combo that all three starters can at least approach with neutral damage
>needs to be beatable by all three starters to some extent so it's not completely broken (gotta save that for Clair and Lance) so they gave it mediocre Special Defense just like Onix
>gotta make it slow for good measure, kids need a chance to land a hit while it's using moves as basic as Rock Throw and low-accuracy Iron Tail
>spend a move slot on Sunny Day so Surf isn't as powerful I guess but in turn make it easier for a Quilava or Typhlosion to Flame Wheel the fucker to death

I'm using one in X right now, just got to the league. It's decent enough in game as a physical tank, and learns some pretty strong STAB and other moves. Definitely not unusable.

He’s an underrated in Gen 3 OU. Steelix is a great pick for offensive teams that need a good Zapdos matchup and he works really well as a pivot.
