Other people have asked that question before. The charm isn't *just* a physical item - the code needs to be flagged to set the reduced odds. Shit, even the catchable in-game Mythicals set a Fateful Encounter flag to allow them to move freely to other games, why do you think getting the charm wouldn't need a scenario flag to be set?

I have no idea how many encounters it actually took since the Pokedex stops at 999 but I'd estimate 1300-1500 (there were 200 or so way back when I first started that weren't counted since I didn't save after)
