For the former, play more and watch good people play. Maybe read up on the metagame too. Try to understand all of the possible actions you (and as well as you can, your opponent) can take at any given time and the risk/reward of each, depending on what actions your opponent takes and the matchup, both in the short and long term.
For the latter, I personally feel like you either have the natural talent or you don't. Being able to read, bluff, bait, and condition opponents you probably never played against before without even seeing them in person is a skill that's hard to concretely train.
Some people, even rather bad/low elo players, can have the prediction mojo to win true 50/50s rather often as well as pull off even high risk low reward plays with solid consistency and some fairly decent players just don't. You can always stand to improve your actual game skills though, so don't worry.
