Looks good, though I do hate that the overall shape ends up being dragon-like unlike the regi's usual shape but it makes sense for it to be that way when one regi literally has a dragon's head.

It doesn't have base 80 Attack though. When Slow Start is active, it's closer to base 55 with max investment. You'd deal more damage with a physical Clefable.
Remember, you have to halve the FINAL stat to get the actual value and convert to a base stat from there, you can't just modify the base stat and call it a day. This is also why Huge Power Azumarill's effective base Attack stat is 149 and not 100.

Slow Start halves a Pokemon's Attack stat. At level 100, a Regigigas with 252 Attack EVs has a listed Attack stat of 419. Half of that is 209.5, which is just above what you'd get with a base stat of 55 with 252 EVs. A base 80 would end up at 259 Attack with the same investment.
